From Fragmentation to Coherence: Reimagining Public Investment Around Human Development

Public systems are asked to solve complex problems every day — education gaps, workforce shortages, rising health needs, family instability, and uneven economic opportunity.

But too often, policy responds to those outcomes in fragments. In order to move forward on systemic solutions that allow us to rethink learning, it will require us to rethink governance.

Development-Based Governance begins with a different question: What if public investment were organized around the sequence of human development itself?

At Rethink Learning, we are advancing this work through the Public Impact Division by helping policymakers see education not as one silo among many, but as an upstream predecessor system that shapes readiness, agency, contribution, and long-term public outcomes. The goal is not to add another program or reform label. The goal is to help states ask better questions, align what already exists, and build operating structures that make coherence possible.

This summer, we are bringing this conversation to the 2026 NCSL Legislative Summit in Chicago, July 27–29, where state legislators and legislative staff from across the country will gather to exchange ideas and explore practical policy solutions.

Our message is simple:

From fragmentation to coherence.
Aligning public investment with human development.

When states understand the developmental conditions that precede stronger educational, workforce, health, and economic outcomes, they can move beyond disconnected interventions and toward public systems that are better ordered, better aligned, and more capable of helping people flourish.
